About this opportunity

The Veterans Health Administration, Office of Research and Development, Regional Procurement Office (RPO) - East in Pittsburgh, Pennsylvania issued a pre-solicitation notice on September 14, 2026 announcing its intent to sole-source award a one-year firm-fixed-price contract with two option years to DistillerSR Inc. for an annual subscription to DistillerSR software supporting systematic reviews conducted by the VA Evidence Synthesis Program. No competitive solicitation will be posted.

The VHA justifies the sole-source award under FAR 6.103-1, asserting DistillerSR possesses unique, proprietary capabilities unavailable elsewhere. The software's Smart Evidence Extraction (SEE) technology provides fully automated, AI-driven data extraction with explainable outputs enabling audit-ready form population without manual intervention. DistillerSR combines large language models with validated evidence bases to ensure reproducible, transparent results meeting 21 CFR Part 11 compliance requirements. The system also offers integrated, legally compliant full-text retrieval through RightFind, eliminating the need for external procurement workflows. DistillerSR is currently deployed at one of five VA ESP program sites; the VHA has identified a continuing need at the existing site and program-wide.

Interested parties may submit capability information demonstrating their ability to perform by September 18, 2026 at 11:00 AM Eastern Time via email to Contracting Officer Shannon Hukriede at shannon.hukriede@va.gov. The Government reserves discretion to determine whether to conduct competitive procurement based on responses received. NAICS code 513210 applies with a $47 million size standard; PSC is DA10.
