About this opportunity
The U.S. Army Corps of Engineers Buffalo District is preparing to solicit bids for a high mast lighting upgrade project at the Black Rock Lock (BRL) in Buffalo, NY. The project aims to rehabilitate seven existing 100-foot high mast light poles with new lowering devices and LED lighting fixtures, addressing maintenance challenges with outdated first-generation equipment installed originally in the 1970s and previously upgraded in the 1990s and 2000s. The solicitation will be a sealed bid, low-price acquisition with an anticipated Firm-Fixed-Price (FFP) contract type. The official solicitation is expected to be posted no later than the end of July 2025, with electronic documents available through the Procurement Integrated Enterprise Environment (PIEE) and System for Award Management (SAM) websites. Contractors must be registered in these systems to access project documentation, and the government emphasizes that this pre-solicitation notice is for informational purposes only.
The contract is specifically set aside for Women-Owned Small Business (WOSB) participants, with a NAICS code of 335999 for Miscellaneous Electrical Equipment and Component Manufacturing. The estimated project value ranges between $250,000 and $500,000, representing a moderate-sized electrical infrastructure improvement project. Potential bidders must maintain an active SBA-certified WOSB registration in the SAM database to be eligible for contract award. The solicitation is currently scheduled with a due date of June 19, 2025, though the government reserves the right to delay, revise, or cancel the requirement at any point prior to award. A site visit will be announced when the full solicitation is released, providing interested contractors an opportunity to inspect the Black Rock Lock facility and assess the scope of the lighting upgrade project.
