About this opportunity
The U.S. Army Corps of Engineers Baltimore District is procuring sodium hypochlorite (12.5% Trade Strength) through an indefinite-delivery indefinite-quantity (IDIQ) single-award delivery-order contract for the Washington Aqueduct Division in Washington, D.C. The product will support water treatment and supply operations at the Dalecarlia and McMillan Water Treatment Plants, which serve approximately one million residents in the District of Columbia and Northern Virginia. Sodium hypochlorite must conform to ANSI/AWWA Standard B300 (latest revision) and be certified to meet NSF/ANSI Standard 60. The Government plans to utilize a reverse auction as the procurement method, which will serve as the primary evaluation approach for this acquisition. The official Request for Proposal is anticipated to be posted in the Procurement Integrated Enterprise Environment on or around February 23, 2026, with the pre-solicitation notice deadline set for February 23, 2026.
This procurement is designated as a Total Small Business set-aside. The estimated maximum annual requirement is 1,100 tons at the Dalecarlia Water Treatment Plant and 900 tons at the McMillan Water Treatment Plant, with both measured as Free Available Chlorine. The total contract capacity is not to exceed 10,000 tons across the five-year contract duration, representing the maximum quantity the Government anticipates purchasing over the performance period. No incumbent contractor or current award value information is disclosed in this pre-solicitation notice. Small businesses seeking to compete for this contract should monitor the Procurement Integrated Enterprise Environment for the official RFP release to submit their proposals and participate in the reverse auction process.
