About this opportunity

The U.S. Army Corps of Engineers Baltimore District is procuring cationic polymer (20% strength) for the Washington Aqueduct Division's water treatment operations serving approximately one million residents in the District of Columbia and Northern Virginia. The cationic polymer must conform to ANSI/AWWA Standard B451 (latest revision) and be certified to meet NSF/ANSI Certification 60, ensuring compliance with drinking water safety standards. The product will be supplied via an indefinite-delivery indefinite-quantity (IDIQ) single-award delivery-order contract, with the government exploring a reverse auction procurement method. No specific evaluation criteria beyond the technical standards noted above are detailed in the pre-solicitation notice. The pre-solicitation notice was posted on February 26, 2026, with an official Request for Proposal anticipated on or around March 6, 2026, and interested parties have until March 6, 2026, to submit questions or comments regarding this synopsis.

This procurement carries no small business set-aside designation, and no incumbent contractor information is disclosed in the pre-solicitation materials. The contract will span five years from the date of award with an estimated maximum quantity of 400 totes and a minimum quantity of 20 totes, with deliveries required in 275-gallon tote containers to the Dalecarlia Water Treatment Plant facility in Washington, D.C. Payment will be made on a per-tote basis upon delivery, with the supplier responsible for all freight costs, hazardous materials transportation compliance, quality assurance testing, and emergency response procedures. While no specific budget range is provided in the pre-solicitation notice, the estimated quantities and five-year contract duration provide a framework for vendors to calculate potential award values. All deliveries must occur between 0700-1400 hours Monday through Friday, excluding federal holidays, with comprehensive documentation and certifications required prior to each shipment.
