About this opportunity

The U.S. Marine Corps Installation Pacific Regional Contracting Office is preparing to procure live tissue training on a sole-source basis to Tier 1 Group, with anticipated award on September 7, 2026. Training and Education Command requires all live tissue training vendors to be officially approved; only two vendors hold approval and one is unavailable, leaving only one reasonably available source.

Training will consist of Tactical Combat Casualty Care and Advanced Combat Tactical Trauma Care instruction for up to 30 Force Reconnaissance personnel using live patient models (swine weighing 110–180 pounds) to simulate realistic trauma scenarios. Performance period is September 14–18, 2026, at the contractor's facility located within the Continental United States.

Contractor must hold current USDA Class-R Research Facility Certification and AAALAC International Full Accreditation, employ a fully licensed veterinarian on-site during all training, and maintain 24-hour security. The facility must be within 60 minutes of an Emergency Room and include USDA-approved animal containment, lodging for 30 students, operational medicine facilities, trauma training lanes protected from public view, and audio/visual capable classrooms. Instructors must be former Special Operations Forces medics or equivalent certified medical professionals (PA/NP/Physician) with instructor-to-student ratios of 5:1 for classroom and 10:1 for practical exercises.

The Government intends to award a Firm-Fixed-Price contract under FAR Part 12. Although award to T1G is intended, all responsible sources may submit a Technical Capability Statement by September 3, 2026. The official solicitation will not be publicly posted; interested parties must email the contracting office within 15 days to request a copy.

Notice text

The U.S. Marine Corps Installation Pacific (MCIPAC) Regional Contracting Office (RCO), Camp Butler, Okinawa, Japan, has an upcoming requirement for live tissue training. In accordance with Federal Acquisition Regulation (FAR) Part 12, the Government intends to award a Firm-Fixed-Price contract on a sole-source basis to Tier 1 Group (T1G).

Requirement Description:
The purpose of this requirement is to procure advanced tactical medical training. This training will provide sustainment, refinement, and enhancement of existing Tactical Combat Casualty Care (TCCC) and Advanced Combat Tactical Trauma Care (AMT) skill sets. The scope includes instruction on pre-surgical and surgical lifesaving interventions using live patient models to simulate realistic trauma scenarios.

This training is governed by the Training and Education Command (TECOM), which requires all vendors providing Live Tissue Training (LTT) to be officially approved. Only two vendors are currently approved, and one is unavailable. Therefore, only one approved source is reasonably available to meet the Government's requirement.

  • Anticipated Period of Performance: September 14, 2026, to September 18, 2026.

  • Place of Performance: Continental United States (CONUS) at the contractor's facility.

This Notice of Intent is not a request for competitive quotes. The official solicitation package will not be posted. Interested sources wishing to receive a copy of the solicitation must directly email the point of contact listed below.

2. Instructions to Interested Parties

To establish capability, interested vendors are required to submit official documentation from TECOM proving their company holds active approval for conducting LTT for the U.S. Marine Corps.

3. Submission Requirements
The MCIPAC RCO requests that capable vendors submit a Technical Capability Statement, not to exceed three (3) pages, demonstrating their ability to perform all requirements. At a minimum, the statement must address:
