About this opportunity

The General Services Administration (GSA) Public Buildings Service Region 3 is seeking to lease office space in Philadelphia, PA, with specific geographic requirements and specifications. The delineated area for potential properties spans from Spring Garden Street to South Street and from the Delaware River to 33rd Street, with a required space ranging between 16,055 and 16,383 rentable square feet. Key contract requirements include 37 secured parking spaces, a 60-month lease term, and strict location restrictions such as not being within 750 feet of childcare centers, churches, or schools. Potential offerors must submit expressions of interest by March 20, 2025, which should include a building name and address, 1/8 inch scale drawing, proposed parking plan, available square footage, rental rates, and owner's contact information. The estimated market survey date is April 30, 2025, with a targeted occupancy date of January 20, 2027.

This pre-solicitation notice is not a set-aside contract and does not specify a predetermined award value or budget range. The current lease for the government's office space in Philadelphia is expiring, prompting this market survey to explore alternative locations that meet operational requirements. The GSA will evaluate potential properties based on economic advantages, considering factors such as relocation costs, tenant improvement expenses, and potential infrastructure replication. Offerors must also comply with telecommunications prohibitions outlined in Section 889 of the FY19 National Defense Authorization Act. The lease will require full compliance with government standards for fire safety, accessibility, seismic stability, and sustainability, with a fully serviced lease being mandatory for the selected property.

The U.S. Government currently occupies office and related space in a building under a lease in Philadelphia, PA, that will be expiring. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.
