About this opportunity
The United States Army Corps of Engineers (USACE), Savannah District, is soliciting proposals for Environmental Remediation Services (ERS) at Shaw Air Force Base to achieve site closure for unrestricted residential use under the Shaw Air Force Base Optimized Remediation Contract (ORC). This Single Award Task Order Contract (SATOC) requires comprehensive remediation activities including investigation, design, construction of remedial systems, operations and maintenance of established remedies, optimization efforts, and site-specific closure activities across eighteen Installation Restoration Program (IRP) sites and two large Groundwater Treatment Plants. Key contract requirements include maintaining compliance with the Shaw Hazardous Waste RCRA Permit, serving as an integral team member supporting the Air Force Civil Engineer Center (AFCEC) mission, establishing local office presence for rapid-response field activities, and employing qualified personnel including a Certified Industrial Hygienist or Certified Safety Professional as Safety and Health Manager. The evaluation criteria emphasize cost-effectiveness and life-cycle cost reduction while prioritizing coordination with the South Carolina Department of Environmental Services (SCDES) and community involvement through the Restoration Advisory Board and public outreach. The pre-solicitation notice was posted on February 12, 2026, with the final approved RFP anticipated to be available on or about March 12, 2026; interested firms must submit feedback and questions regarding the Draft RFP through ProjNET, and a mandatory site visit was conducted on March 5, 2026.
This acquisition is designated as a 100% small business set-aside under NAICS code 562910 (Remediation Services) and will result in a Firm Fixed Price Contract Award valued at $40 million. The current contractor, Bay West (along with others), is transitioning out with completion expected in August 2026. The contract encompasses eleven Remedial Action-Operation (RA-O) sites, three Interim RA-O sites with optimization, four Long-Term Management (LTM) sites, and one Site Closeout, with eleven sites having Performance Objectives for Alternative Objectives as well as Remedial Closeout or Site Closure. The base period extends for seven (7) years from contract award with one six-month option period pursuant to FAR 52.217-8, creating a maximum performance timeline of approximately 7.5 years. Critical regulatory issues documented include disputes with SCDES over naphthalene remedial goals at multiple sites, remedial goal negation concerns at others, and ongoing approval processes for reduced sampling analytes and frequencies at treatment plants. Proposals will be submitted electronically via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module by the deadline specified in the final solicitation.
