About this opportunity

The U.S. Army Corps of Engineers Louisville District is seeking to procure Architect-Engineer (A-E) services through an Indefinite-Delivery, Indefinite-Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) to support Air Force Reserve infrastructure projects. The procurement will encompass a comprehensive range of services including pre-design studies, planning, site investigations, design services, construction phase services, and Value Engineering/Value Analysis/Value Management services for both design/build and design/bid/build delivery methods. Projects will support highly complex horizontal and vertical design requirements for Air Force Reserve facilities such as aircraft maintenance shops, airfield paving, training facilities, communication buildings, operational buildings, arms storage, and community facilities across all 50 states and U.S. territories. Offerors will be evaluated based on four primary criteria in descending order of importance: Professional Qualifications, Specialized Experience and Technical Competence, Capacity, and Past Performance. Electronic proposals must be submitted through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module by 2:00 PM Eastern Standard Time on October 30, 2025, with the deadline having been extended from the original October 15, 2025 date.

This procurement involves no set-aside designation and will result in twelve total contract awards split between seven unrestricted contracts and five small business contracts. The combined capacity for all awarded contracts totals $150 million, providing substantial opportunity for qualified firms to participate in Air Force Reserve infrastructure development. The contract performance period spans five years from FY26-31, offering long-term engagement for successful offerors. Firms must demonstrate capability to provide licensed professionals across multiple disciplines including project management, architecture, civil/electrical/mechanical/structural engineering, and specialized roles such as communication design, fire protection engineering, and BIM management. The government intends to conduct interviews with the most highly qualified firms to clarify their experience, capabilities, and approach before making final award decisions.
