About this opportunity

The Department of the Air Force Sustainment Center intends to solicit a sole-source, five-year Indefinite Delivery, Indefinite Quantity (IDIQ) Firm-Fixed-Price contract to Applied System Engineering, Inc. (ASE, CAGE 3Z966, Fort Worth, Texas) for repair of radar transmitters, with a response deadline of November 5, 2026 for capability statements from alternate sources.

The acquisition is justified under FAR 6.103-1: ASE is the original equipment manufacturer with exclusive access to proprietary technical data, specialized tooling, and engineering expertise required to repair transmitters without causing unacceptable delays or duplication of costs. Place of performance is Ogden Air Logistics Center, Hill Air Force Base, Utah, with contracting administration at the 448th Supply Chain Management Wing offices at Robins Air Force Base, Georgia; Tinker Air Force Base, Oklahoma; and Hill Air Force Base, Utah.

Work includes Test, Teardown, and Evaluation (TT&E) of transmitter systems—AN/MST-T1(V) MINI-MUTES, AN/TSQ-T10 Joint Threat Emitter, and AN/TPT-T1 Unmanned Threat Emitter—followed by repair and restoration to serviceable like-new condition. The contractor must furnish all facilities, parts, materials, equipment, and services; identify failed components by part number, NSN, nomenclature, and assembly location; and obtain PCO and DCMA approval before proceeding with repair work.

Distinctive requirements include CMMC Level 2 security certification, compliance with electrostatic discharge control standards (MIL-PRF-87893, ANSI/ESD S20.20-2021, T.O. 00-25-234), implementation of a Counterfeit Prevention Plan per SAE AS5553, Item Unique Item Identifier (IUID) compliance per MIL-STD-130 and MIL-STD-129, and submission of Repaired Item Inspection Reports within 7 days. Quality deficiencies discovered within one year of repair must be corrected at no cost to the government if contractor fault is determined.

Interested parties may submit capability statements for evaluation regarding potential competitive acquisition. The full solicitation will be issued exclusively through SAM.gov.
