About this opportunity
The U.S. Air Force's 39th Fighter Squadron Services (39 FSS) at Incirlik Air Base is seeking dining facility operations services through the Department of the Air Force United States Air Forces in Europe - Air Forces Africa. The requirement encompasses comprehensive food service management including facility management, cooking, food preparation, serving, cleaning, cashier services, and equipment maintenance, with the contractor required to maintain quality control and provide contingency support as needed. This pre-solicitation notice announces a site visit scheduled for April 28, 2026 at 12:30 PM Adana Local Time, with attendance limited to contractors who previously submitted affirmative responses to SAM Notice ID 39CONS_IncirlikSiteVisit. The Government has not specified formal evaluation criteria in this pre-RFP notice, as this document serves solely to facilitate site visits rather than solicit proposals. The deadline for attendance at the site visit is April 27, 2026, and interested parties should note that the Government assumes no liability for costs incurred and will not accept proposals based on this notice.
This procurement carries no set-aside designation and is subject to the Defense and Economic Cooperation Agreement (DECA) dated August 1982, which restricts award eligibility to SAM-registered Turkish firms when the RFP is released. No incumbent contractor information or budget range has been disclosed in this pre-solicitation notice. The anticipated period of performance spans from January 28, 2027 through January 27, 2028, with four optional one-year renewal periods available, creating a potential five-year contract term. The notice does not provide specific numerical details regarding facility size, staffing requirements, or estimated contract value, as these details will likely be contained in the formal RFP to follow the site visit.
