About this opportunity

The National Park Service is announcing a pre-proposal site visit for the Elbee Bend Bank Stabilization project at Knife River Indian Village National Historic Site in Mercer County, North Dakota, scheduled for June 17, 2026, at 0900 CST. A full and open request for proposals is anticipated for release on or around July 1, 2026. The project involves stabilizing approximately 1,200 linear feet of riverbank along the Knife River through installation of self-healing riverbank protection, riprap placement at the base of the approximately 20-foot-high cut bank, compacted filling, and strategic vegetation planting or bioengineering to protect the Elbee Village Archeological Site, County Road 37, utility poles, and fishing access parking from active erosion. The anticipated period of performance is 356 calendar days, including potential weather shutdowns and seasonal work stoppages, with winter construction potentially required. Bidders must provide bid, performance, and payment bonds. The contract is classified under NAICS Code 237990 (Other Heavy and Civil Engineering Construction), with a small business size standard of $45 million. Site conditions include location 25–50 miles from nearest suppliers and lodging, limited onsite staging, and requirement to minimize visitor impact while the park remains open during construction. Interested parties must RSVP to stormy_gallagher@ios.doi.gov and kristin_tauber@ios.doi.gov.
