The estimated contract value is $233,423.14 USD for the entire period of performance, including options. This procurement is being conducted as a sole-source acquisition, meaning the contracting officer has determined that only one source is capable of meeting the government's requirements. The contracting officer has identified Lince Cabo Verde, Servicos de Proteccao e Seguranca, Lda as the sole-source awardee based on market research confirming it is the only local company with the requisite technical, operational, and staffing capacity to perform these services.
The primary objective of this procurement is to secure reliable cash transportation services connecting the Chancery, Annex, and BCA Bank in Plateau, as well as collection and transport of cash in both Cape Verdean Escudo and U.S. dollars between banks and Embassy locations. Interested parties must submit quotations electronically to PraiaProcurement@state.gov no later than June 15, 2026 at 17:00 Praia time, with pricing to be provided in Cape-Verdean Escudos. Eligible contractors must be registered in the System for Award Management (SAM) prior to submission and must provide evidence of an established business presence in Cabo Verde, three years of past performance references, necessary licenses and permits, proof of financial and personnel resources, and a comprehensive strategic work plan detailing security protocols and insurance coverage. The contract covers a one-year base period with four one-year options, with services ranging from a minimum of six to a maximum of ninety-six transportation services annually, and the government intends to award the contract to the lowest-priced, acceptable, and responsible offeror based on initial quotations.
