About this file
This is a Single Source Justification document for a sole source contract award below the simplified acquisition threshold submitted by the Department of State.
The Department of State's Overseas Post Praia is seeking to award a sole source contract to Lince Cabo Verde, Serviços de Protecção e Segurança, Lda for cash transportation services in Praia, Cabo Verde. The estimated contract value is $233,423.14 USD for the entire period of performance, including options. The required services include secure cash transportation in a circuit connecting the Chancery, the Annex, and BCA Bank in Plateau, as well as collection and transport of cash in Cape Verdean Escudo (CVE) and/or USD between banks and Embassy locations, deposit of cash and checks at banks with receipt documentation, and exchange of large bills for smaller denominations and coins as needed. The justification for sole source procurement is based on "Other Single Source" authority under FAR 13.106-1(b)(1), with market research confirming that Lince Cabo Verde is the only local company providing cash transportation services with the requisite technical, operational, and staffing capacity. The Contracting Officer has determined the anticipated cost to be fair and reasonable. The document is signed by Debra Woodard, Management Officer, dated 04/21/2026, and Leslie Bowser, Contracting Officer, GSO/Contracting.
