About this opportunity

The U.S. Embassy in Brazil's Public Diplomacy Section is seeking contractor support to conduct comprehensive research on English-taught courses at Brazilian universities outside of English Teaching departments. The contractor must analyze a representative sample of 150 universities from Brazil's 2,500+ higher education institutions to identify and catalog courses where English serves as the medium of instruction in graduate and undergraduate programs. The research objectives include understanding the extent, nature, and motivations behind English-based course development, with findings intended to inform U.S. policy and engagement strategies for higher education internationalization and identify partnership opportunities between U.S. and Brazilian universities. The project requires creating a comprehensive course catalogue and conducting 15 in-depth faculty interviews to assess motivations, challenges, and sustainability of English-medium instruction offerings. Proposals are due September 19, 2025, and a mandatory pre-proposal conference will be held virtually via Microsoft Teams on September 10 from 11:30 a.m. to 12:30 p.m. Brasilia time.

This solicitation does not utilize any set-aside designations and will be performed in Brasília, Federal District, Brazil. The contract period extends from November 3, 2025, through May 1, 2026, with key deliverables including a course catalogue due January 30, 2026, completion of all interviews by April 30, 2026, and final comprehensive reports delivered by May 30, 2026. The project is structured in two distinct phases: first creating an Excel database documenting English-taught courses with written summaries of content and learning objectives, and second conducting faculty interviews with complete transcripts and analysis. The Embassy will provide contractor support including a university list, draft interview questionnaire, and report structure template. No incumbent contractors or specific award values are mentioned in the solicitation materials.
