About this opportunity
The Department of State's US Mission Geneva has published a Special Notice announcing its intent to award a sole-source contract to Siemens Industry for critical switchgear maintenance services. This notice, designated PR15481001, was posted on August 4, 2025, with a response deadline of August 17, 2025. The procurement falls under NAICS code 238210 for Electrical Contractors and Other Wiring Installation Contractors and involves performing Tier III maintenance on switchgear equipment at the US Mission facility in Geneva, Switzerland. The contracting action is being pursued under Federal Acquisition Regulation provisions that allow for sole-source procurement when only one responsible source exists. The Department of State has determined that considerable wear has been observed on critical switchgear components that require immediate attention to prevent compromise of the mission's emergency power systems.
The primary objective of this sole-source procurement is to ensure uninterrupted emergency power capability at the US Mission Geneva through specialized maintenance that can only be performed by Siemens-certified technicians using original equipment manufacturer parts. The Department of State is justifying this non-competitive approach under FAR 6.302-1, citing that no other supplier can meet the specific technical requirements for maintaining this critical infrastructure. Contractors interested in this opportunity should note that this is not a competitive solicitation but rather a direct award notification, with eligibility effectively limited to Siemens due to the unique nature of the equipment and certification requirements. The procurement includes both labor and materials necessary to complete the maintenance work, with the contracting officer having already prepared a Justification for Other than Full and Open Competition document. No market survey was conducted, as the agency determined that Siemens is the only source capable of meeting Overseas Buildings Operations standards for this specialized electrical maintenance work.
