About this opportunity

The Department of the Army Corps of Engineers Engineering Support Center Huntsville has awarded a capacity increase to the Planning and Programming Generation III multiple-award Architect-Engineer MATOC under a limited-sources justification on May 11, 2026.

The justification increases the existing contract ceiling from $160 million to $220 million, a $60 million addition, to support master planning, real property management, and facility development services for USACE and other DoD components. Four primary drivers necessitate the capacity increase: DD1391 charette development for military construction project data forms; BUILDER Sustainment Management System application support for Army Materiel Command's Organic Industrial Base program; annual regulatory master planning requirements under 10 U.S.C. 2864; and Office of the Assistant Secretary of Defense audit readiness directives for real property accountability. As of September 30, 2025, only $5.36 million in remaining capacity remained against the existing $160 million ceiling, with $128.3 million already obligated by nine current IDC holders: Parsons, HDR, Michael Baker, WSP MOCA JV, Jacobs, Pond Woolpert JV, Urban Collaborative, Alliance, and John Gallup (The Schriefer Group) JV.

The Government evaluated alternatives—including other USACE district IDCs, standalone A-E contracts, and accelerating the replacement Gen IV IDC—but determined them impractical due to geographic scope limitations, unacceptable delays of nine to fifteen months, increased costs of approximately $1 million in duplicated labor, and mission timeline conflicts. The existing ordering period extends through February 15, 2028. Task orders under the increased capacity will be competed among all nine current IDC holders under FAR 16.505(b)(1) procedures, with subcontracting goals of 20% Small Business, 5% Service-Disabled Veteran-Owned Small Business, 5% Women-Owned Small Business, 2% HUBZone, 4% Veteran-Owned Small Business, and 3% Historically Underutilized Business Zone Small Business participation.
