About this file
This is a Justification Review Document for an RFO Part 6 Justification and Approval seeking approval for other than full and open competition.
The document requests approval to increase the Planning and Programming (P&P) Architect-Engineer (A-E) Generation III (Gen III) multiple-award Indefinite Delivery Contract (IDC) ceiling by $60,000,000, raising the total contract value from $160,000,000 to $220,000,000. The current ordering period extends from 16 February 2023 to 15 February 2028. The contract supports master planning and real property management services for the United States Army Corps of Engineers (USACE), Huntsville Engineering and Support Center (CEHNC), under the authority of 10 U.S.C. §3204(a)(1). Nine contractors currently hold the Gen III IDC: Parsons, HDR, Michael Baker, WSP MOCA JV, Jacobs, Pond Woolpert JV, Urban Collaborative, Alliance, and John Gallup (The Schriefer Group) JV, with a combined $128,335,429 already obligated against the existing $160,000,000 ceiling, leaving $5,360,052 in remaining capacity as of 30 September 2025.
The justification cites four primary drivers for the capacity increase: (1) DD1391 Charette Development Program requirements supporting military construction project data form processing; (2) BUILDER Sustainment Management System application support for Army Materiel Command's Organic Industrial Base program; (3) annual regulatory Master Planning Requirements mandated under 10 U.S.C. §2864; and (4) Office of the Assistant Secretary of Defense (OASD) Directive for Audit Readiness of Real Property Accountability. The request addresses capacity shortfalls totaling $64.9 million needed through September 2026, with approximately $59.5 million capacity requested (rounded to $60 million). The Government explored multiple alternatives including use of other USACE district IDCs, other CEHNC contracts, accelerating Gen IV IDC, a stop-gap contract, and standalone A-E contracts, all determined to be impractical due to geographic scope limitations, unacceptable delays ranging 9-15 months, increased costs estimated at $1,010,781 in duplicated labor efforts, and mission timeline conflicts. Market research identified four respondents to a Sources Sought Notice posted 12 March 2025, with only two large firms deemed potentially qualified. The Gen IV replacement IDC is scheduled for award by 30 September 2026, with milestone acceleration completed through streamlined review processes and telephonic negotiations. Task orders under the increased capacity will be competed among all nine current IDC holders in accordance with TORN requirements and FAR 16.505(b)(1) procedures, with small business subcontracting goals including 20% Small Business, 5% SDB, 5% WOSB, 2% HUBZone, 4% VOSB, and 3% SDVOSB participation.
