About this opportunity

The Defense Logistics Agency Land and Maritime is seeking to procure 5 units of a power system identified by NSN 7H-6150-017137974, classified under miscellaneous electric power and distribution equipment. This is a sole-source procurement with Intellipower Inc. (0UMT8) as the approved source, as the government does not own the technical data or rights necessary to purchase or contract repairs from additional sources. The agency has determined it would be uneconomical to acquire the data rights or reverse engineer the part. While this notice indicates the government's intent to negotiate with only one source, all responsible sources may express their interest and capability to respond to the requirement within 45 days of publication, or within 30 days if an award is issued under an existing Basic Ordering Agreement. The due date for this pre-solicitation notice is July 7, 2025, just six days after its posting date of July 1, 2025.

This procurement does not utilize any set-aside designations and is open to all responsible sources. Intellipower Inc. is identified as the current approved source and likely incumbent contractor for this power system requirement. The contract specifies delivery terms as FOB Origin for the 5 units being procured, though no specific budget range or award value is disclosed in the notice. The government has conducted market research and determined that FAR Part 12 commercial item acquisition policies will not be used for this solicitation, though interested parties may still identify their capability to satisfy the requirement with commercial items within 15 days of the notice. The relatively short response timeframe and sole-source nature suggest this may be an urgent operational requirement with limited alternative sourcing options available.
