About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure power supply, UPS, and other replacement parts, specifically NSN 3H-6130-016495972, with a quantity of 25 units to be delivered FOB origin. The procurement is unique in that the Government does not own the technical data or rights necessary to purchase or contract repair of the part from alternative sources, and has determined it would be uneconomical to acquire such data or reverse engineer the component. The pre-solicitation notice was posted on January 14, 2025, with responses due by January 30, 2025, and the Government intends to solicit and negotiate with only one source under FAR 6.302-1 authority. All responsible sources may identify their interest and capability to respond to the requirement within 45 days of publication, though the Government retains sole discretion in determining whether to compete the proposed contract. Interested parties must obtain necessary documentation through the DoD Single Stock Point (DODSSP) or the Document Automation and Production Service.
The pre-solicitation notice indicates no specific set-aside designation for this procurement, and there are no explicit details about potential award values or incumbent contractors. The procurement involves a specialized electrical converter classified under PSC Category 6130-P, with potential applicability to Free Trade Agreements and subject to specific Defense Federal Acquisition Regulation Supplement (DFARS) clauses related to Buy American Act and trade agreements. The Government has explicitly stated that it is not using FAR Part 12 policies for commercial item acquisition, though interested parties may identify commercial item capabilities within 15 days of the notice. The technical specifications require that the part must be acquired from or repaired by sources specified on source control or selected item drawings as defined by the current version of DoD-STD-100, highlighting the highly specialized nature of the procurement.
