About this opportunity

The Defense Logistics Agency Land and Maritime is soliciting proposals for the procurement of power supplies, specifically distribution and power station transformers under NAICS code 335311. This solicitation was posted on January 2, 2026, with an amended due date of April 9, 2026, and is being issued under Emergency Acquisition Flexibilities (EAF). Key contract requirements include submission of annual representations and certifications, compliance with EPA-designated material content estimation standards, and adherence to fixed-price inspection and acceptance procedures outlined in the solicitation. Offerors must clearly specify any exceptions to solicitation requirements, including military specifications/standards and packaging specifications, either through Electronic Data Interchange (EDI) submission or hardcopy documentation. If awarded, any changes or modifications requested after contract award will result in consideration cost deductions. The evaluation of proposals will be based upon compliance with the stated solicitation requirements, with award consideration given to those proposals that fully meet the specifications without noted exceptions.

The solicitation contains no set-aside designation and does not identify any incumbent contractors or current contract holders. The notice does not specify an award value, budget range, or quantity of power supplies required, leaving these details to be determined through the procurement process. Specific delivery timelines, offer validity periods, and place of performance are indicated in the solicitation document but appear incomplete in this notice. Contractors who are not the original equipment manufacturer must identify the OEM and associated CAGE code and part numbers in their proposals. All contractual documents, including contracts, purchase orders, and delivery orders, will be considered "issued" by the government upon deposit in the mail, transmission by facsimile, or electronic methods such as email.
