About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure 9 units of a specific power supply (NSN 7H-6130-015849057) with Technical Data Package Version 002, to be delivered FOB Origin. The government does not currently own the data rights for this part and has determined it would be uneconomical to purchase those rights or reverse engineer the component. The proposed contract action will be solicited and negotiated with only one source under FAR 6.302-1 authority, though all responsible sources may express interest and capability within 45 days of publication (30 days if awarded under an existing Basic Ordering Agreement). Interested parties can obtain relevant specifications and standards through the DoD Single Stock Point at Document Automation and Production Service in Philadelphia, PA, with multiple access methods including online downloads, website ordering, or direct contact with their help desk. The government will consider proposals received within the specified timeframe and retains sole discretion in determining whether to conduct a competitive procurement.

The pre-solicitation notice indicates no specific set-aside designation for this contract opportunity. The procurement is subject to potential Free Trade Agreements and Buy American Act provisions, which may be clarified in the final solicitation through specific DFARS clauses. While no specific award value is mentioned, the contract involves electrical converters in the PSC Category 6130-P for Converters, Electrical, Nonrotating. Interested vendors are encouraged to demonstrate their capability to satisfy the requirement, particularly with commercial items, within 15 days of the notice. The government has explicitly stated it will not be using FAR Part 12 policies for commercial item acquisition in this solicitation. The contract timeline suggests a potential award between March and April 2025, with delivery expectations to be further defined in the complete solicitation document.
