About this opportunity

The Department of the Navy Naval Supply Systems Command seeks to procure power supply units for repair and modification services under National Stock Number (NSN) 7G-6130-015230795, Technical Data Package Version 009. This is a single-source procurement authorized under FAR 6.302-1, though the notice explicitly invites all responsible sources to identify their interest and capability to respond to the requirement or submit proposals, quotations, or capability statements. Key requirements include submission of a CAGE code with solicitation requests, and interested parties should obtain necessary Military and Federal Specifications and Standards, Qualified Products Lists, and other standardized documents from the DoD Single Stock Point or through ASSIST-Online. The government has determined that it is uneconomical to purchase data rights or reverse engineer the part, which constrains the competitive landscape. The due date for responses is December 2, 2025, with a 45-day window for interested parties to demonstrate capability, or 30 days if an award is issued under an existing contract authority.

This procurement carries no set-aside designations for small businesses or other protected categories. The contract involves the repair and modification of 93 units with Free on Board (FOB) Origin delivery terms, representing a measurable quantity requirement for the Navy's supply chain. While no specific award value or budget ceiling is provided in this pre-solicitation notice, the scope of work involves specialized electrical converter equipment requiring technical expertise and compliance with military specifications. No incumbent contractor is identified in this notice, and all qualified firms are encouraged to participate. The absence of competitive restrictions, combined with the invitation for capability statements, suggests the Navy is genuinely exploring qualified sources before finalizing sole-source justification or transitioning to competitive procurement.
