About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking repair and modification services for power supply equipment under NSN 7H-6130-015214397. This pre-solicitation notice indicates the government intends to negotiate with only one source under FAR 6.302-1 authority, as the parts must be acquired from or repaired by sources specified on source control or selected item drawings per DoD-STD-100 requirements. The government lacks suitable technical data, data rights, or manufacturing knowledge to permit acquisition from alternative sources or conduct adequate testing of substitute parts. While this is not a competitive procurement, all responsible sources may submit proposals, quotations, or capability statements within 45 days of the notice publication date (30 days if award is under an existing Basic Ordering Agreement). The response deadline is July 28, 2025, and interested commercial item providers have 15 days from the notice date to identify their capabilities.
This procurement does not utilize any set-aside designation and is open to all responsible sources. The contract calls for a quantity of 3 units to be delivered FOB origin, with delivery requirements governed by the current version of DoD-STD-100 standards. No incumbent contractors or potential award values are specified in the notice. The procurement is subject to Free Trade Agreements provisions and World Trade Organization Government Procurement Agreement requirements if the corresponding DFARS clauses are included in the eventual solicitation. The government has determined this acquisition does not fall under FAR Part 12 Commercial Items policies based on market research conducted.
