About this opportunity

The Department of the Army, Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Belvoir Division, is issuing a Request for Information to conduct market research on build-to-print manufacturing capabilities for the Power Distribution and Illumination Systems, Electrical (PDISE) family of systems, with responses due by November 6, 2026 at 4:00 PM Eastern Time. This is a sources-sought RFI under FAR Part 10 for market research purposes only and does not constitute a binding obligation or solicitation.

The procurement seeks qualified manufacturers under NAICS codes 335999 (Miscellaneous Electrical Equipment and Component Manufacturing) and 335313 (Switchgear and Switchboard Apparatus Manufacturing) to manufacture, assemble, and deliver four standardized, ruggedized, man-portable electrical distribution end-items: the M200 A/P Feeder System (3-Phase, 200 Amperes/Phase; NSN 6150-01-308-5672), M100 A/P Feeder System (3-Phase, 100 Amperes/Phase; NSN 6150-01-308-5671), M40 A/P Distribution System (3-Phase, 40 Amperes/Phase; NSN 6150-01-307-9446), and M46 Utility Assembly (NSN 6150-01-208-9751). Work shall follow Government-owned Technical Data Packages and military specifications including MIL-DTL-53126, ASME Y14.100, and MIL-STD-31000 with no redesign permitted.

Respondents must demonstrate build-to-print manufacturing capability, First Article Testing capacity, quality certifications (ISO 9001:2015 or AS9100D), heavy-gauge cable assembly and Class L connector competency, CARC painting and military packaging capability, supply chain resilience, production throughput and surge capacity, and relevant past performance from the past five years. Responses must include Rough Order of Magnitude pricing by quantity ranges (1–50, 51–100, and 101–200 units per configuration) and estimated timelines to first delivery (target 180 days for FAT unit fabrication and 360 days for FAT completion). Responses are limited to 20 pages in PDF or Word format and should be submitted to Contracting Officer Rosetta Wisdom-Russell (rosetta.wisdom-russell.civ@army.mil) and Contract Specialist Thao Trinh (thao.h.trinh.civ@army.mil). 2.0 PROGRAM BACKGROUND & SCOPE

The PM E2S2 has a potential requirement for the build-to-print manufacture, assembly, first article inspection, preproduction First Article testing, and delivery of the PDISE family of systems and associated components and packaging.

PDISE is a standardized, ruggedized, man-portable family of electrical feeder and distribution equipment that connect mobile power generation equipment and warfighter mission equipment in harsh tactical environments across Multi-Domain Operations (MDO).

The PDISE family consists of five Government-owned Technical Data Package (TDP) end-item Configuration Items (CIs) and their associated accessories. For this acquisition, only four of those end-items are required. The M60 A/P Distribution System is not anticipated to be included in this acquisition effort. The following systems will be procured:

  • M200 A/P Feeder System: 3-Phase, 200 Amperes/Phase (MIL-DTL-53126/1; Drawing 13229E6350) (NSN 6150-01-308-5672)
