About this opportunity
The Army Contracting Command, operating under the Department of the Army Materiel Command, is seeking design-build services to modernize the backup power generation system at Fort Shafter, Hawaii through the 413th Combat Sustainment Brigade. The project encompasses site preparation, generator relocation and installation, system testing and commissioning, demolition and decommissioning, and project closeout activities for Buildings 520 and 525. Key contract requirements include disconnecting four government-owned generators, installing and commissioning two 750 kW backup power generators with associated electrical infrastructure, designing and constructing a reinforced concrete pad (43 feet long x 29 feet wide, 12 inches thick), installing paralleling gear and automatic transfer switches, and integrating the new system into existing power infrastructure. The contractor must also ensure compliance with military and industry standards, coordinate with Army units and the Directorate of Public Works, and maintain backup power availability to Building 520 except for pre-approved downtime not exceeding 48 hours. Interested vendors must submit capability information by February 18, 2026, to be considered for the formal solicitation that will follow this pre-solicitation notice phase.
This procurement opportunity is designated as a Total Small Business set-aside, restricting competition to small business entities. No incumbent contractor or current contract holder is identified in the pre-solicitation materials provided. While specific contract award values are not disclosed in this pre-solicitation notice, the project scope suggests a substantial engagement involving design and construction of infrastructure, electrical system installation, and generator relocation to multiple military installations including Schofield Barracks and Tripler Army Medical Center. The work is scheduled to occur Monday through Friday from 0700-1700 hours at Fort Shafter, with contractors required to submit a detailed Plan of Operations within 15 days of award and a Quality Control Plan within 30 days. All contractor personnel must complete mandatory training requirements including Anti-Terrorism Level I, OPSEC, Cyber Awareness, and iWATCH certification prior to commencing work on this project.
