About this opportunity
The United States Air Forces in Europe - Air Forces Africa, specifically the 48th Civil Engineer Squadron, is seeking qualified contractors to provide Potential Explosive Sites (PES) Inspections at RAF Lakenheath and RAF Feltwell in the United Kingdom. The inspections will encompass comprehensive technical assessments of explosive facilities including munition storage areas, hardened aircraft shelters, armories, storage areas, and the Explosive Ordinance Disposal (EOD) range to ensure compliance with Ministry of Defence (MoD) Explosive Regulations and determine facility fitness for purpose. Key contract requirements include conducting 2-year technical inspections and 6-year professional appraisals in accordance with Defence Safety Authority (DSA) 03 - Ordnance Munitions Explosives (OME) Part 2 and Explosives Storage and Transport Committee (ESTC) Standard 6, with qualified inspectors holding professional engineering credentials such as membership in the Institution of Civil Engineers or Institution of Structural Engineers. The government is currently conducting market research through a Request for Information (RFI) to identify capable firms, with responses due electronically by 1400 GMT on January 21, 2026. Interested contractors must be registered in the System for Award Management (SAM) and should address their technical capabilities, company infrastructure, relevant accreditations, current similar service capabilities, and potential cost drivers in their RFI responses.
No set-aside designations apply to this procurement. The contract includes a base performance period from March 8, 2026 through March 7, 2027, with four potential one-year option periods extending through March 7, 2031, providing continuity for the rolling inspection program covering approximately 140 different facility locations across RAF Lakenheath. The inspection schedule provided in the government files indicates a systematic approach to facility assessments, with technical inspections required every two years and professional appraisals every six years across multiple facility categories including Explosives Storage Areas (ESA), administrative and technical sites, and airfield locations. While the RFI documents do not disclose a specific award value or budget range, the scope encompasses comprehensive technical data report generation, performance thresholds with associated financial penalties for non-compliance, and extensive contractor support including security training, background checks, and base access credential acquisition. The Performance Work Statement is currently in draft form and subject to modification prior to formal solicitation release, indicating that interested contractors should carefully review the provided materials and prepare for potential requirement refinements.
