About this opportunity

The Department of Education's Office of Postsecondary Education (OPE) is seeking a contractor to perform complex postsecondary data analysis and research services. The procurement will support the Policy, Planning, and Innovation Staff (PPI) in analyzing data related to Institutions of Higher Education, teacher preparation programs, teacher shortages, Federal Student Aid, and accreditation. Key contract requirements include conducting production data work, integrating data streams from discrete systems, automating data matching, performing cross-stream analyses, and preparing reports for Congress and internal decision-makers. Vendors must demonstrate expertise in SAS programming and ability to work across multiple Department offices. The Request for Information (RFI) requires 10-page capability statements to be submitted by December 10, 2024, at 2:00 PM EST, with the government evaluating vendor capabilities, socioeconomic status, and potential contract barriers.

The current procurement does not have a specific set-aside designation, though the government is considering whether to make it a small business set-aside or full and open competition. The anticipated award will be a firm-fixed-price task order, with an expected award in Q2 FY2024 under NAICS code 611710 for Educational Support Services. While specific budget ranges are not explicitly stated, the contract will involve extensive data analysis across multiple education databases including IPEDS, Accreditation database, e-Recognition database, and College Navigator. Deliverables will include weekly and monthly progress reports, the Secretary's Annual Report to Congress on teacher preparation, quarterly accreditation data transfers, and potential additional mandated reports. The performance period appears to span calendar year 2024 and potentially beyond, with tasks focused on producing first-of-their-kind research and publishing findings in peer-reviewed and public venues.

Update #2 · Latest ·

This revision to the RFI updates the RFI Instructions attachment.  The revision removes the reference to EDTASS.

The Policy, Planning, and Innovation Staff (PPI) within the Office of Postsecondary Education (OPE) performs studies, analyses, and research in support of the U.S. Department of Education’s (Department) mission, strategic goals, initiatives.  This task order primarily supports PPI who regularly collaborates with other offices and staffs in the Department.  Therefore, vendors supporting PPI may be asked to work on tasks that are within scope but delivered through their COR to other offices within the Department and potentially with those offices’ contractors.

OPE is seeking support from an external contractor to:

  • Analyze postsecondary data, including but not necessarily limited to, data about Institutions of Higher Education (IHEs), college students preparing to be teachers, teacher shortages, Federal Student Aid, and Accreditation.
  • Conduct production data work on existing processes and data transfer protocols.
  • Integrate data streams from discrete data systems and automate matching of these data, if not already done.
  • Produce cross-stream data analyses to perform first-ever research in the field.
  • Prepare reports for Congress, other external users, internal decision-makers, and others.
  • Publish data, findings, and reports in peer-reviewed and other public venues.
