About this opportunity

The National Institute of Mental Health, through the National Institutes of Health Office of Logistics and Acquisition Operations, seeks postmortem human brain tissue and associated specimens from licensed Medical Examiner's Offices or hospitals to support research into neurological and psychiatric disorders, with quotations due June 19, 2026 at 12 noon EST. This is a firm-fixed price purchase order for commercial services under FAR 12.603, not set aside for small business.

Place of performance is NIMH, 9000 Rockville Pike, Building 10, Room 4N218B, Bethesda, Maryland. The contract runs for one 12-month base period from July 1, 2026 through June 30, 2027, with four optional 12-month extensions through June 30, 2031. The government projects approximately 23–28 brain extractions per site annually based on historical referral and donation rates. Specimens must arrive within 48 hours of death and within 12 hours of extraction to minimize tissue degradation. The contractor must provide all personnel (including a Medical Examiner or Pathologist and Autopsy Technician), equipment, materials, and facilities; NIMH provides transportation within specified radii.

The NAICS code is 621991, Blood and Organ Banks; PSC is Q301, Reference Laboratory Testing. Award will be made on best value basis with technical factors weighted more heavily than price. Evaluation criteria are Technical Approach (including annual estimated volume, regulatory approvals, facility appropriateness, and specimen quality assurance), Personnel Qualifications (demonstrated through resumes or CVs), and Past Performance (minimum two references with relevant experience). Questions are accepted June 8–12, 2026, with answers amended by June 15. Quotations must include unit pricing, shipping and handling, delivery terms, FOB point, UEI, TIN, business size certification, and active SAM registration. Delivery is FOB Destination. The government does not commit to pay any quotation preparation costs or to award a contract.

Notice text

The Human Brain Collection Core (HBCC) at the National Institute of Mental Health (NIMH), is a brain bank dedicated to the acquisition and distribution of brain and associated tissue, to better understand the causes, consequences and potential treatments of neurological and psychiatric disorders. The HBCC also acquires brains of adults and children in order to study changes in brain chemistry and structure that occur during development. HBCC seeks tissue from both psychiatrically healthy and afflicted individuals in order to establish the neuropathological changes underlying complex neuropsychiatric disorders. This research will lead to improved diagnosis, treatment and/or prevention of these illnesses and their consequences. Therefore, the NIMH has a need to locate a source(s) capable of providing donor specimens on an on-going basis from licensed Medical Examiner's Offices or other sources such as hospitals to continue this research.
