About this opportunity

The 413th CSB, RCO-Hawaii, under Army Contracting Command, intends to establish a sole-source Blanket Purchase Agreement for Postage Support Services for the 9th Mission Support Command, citing 10 U.S.C. 3204(a)(1) as implemented by FAR 12.102(a) or FAR 6.103-1. The Set Aside line reads "No Set-Aside Used," and the notice was posted October 26, 2026. The BPA must be available on a GSA Schedule Agreement and include a non-appropriation clause. Work spans the 9th MSC Pacific Area of Responsibility, including remote reserve centers in American Samoa, Guam, and Saipan and other designated regional facilities, for five key locations total. The contractor must provide one consolidated master invoice for all five locations and a "Postage by Phone" account for the state region.

The required system is USPS-approved and includes hardware, software installation, and maintenance. It must import delivery data automatically from MS Outlook, print postage from MS Word and MS Outlook, and print to both Dymo and standalone desktop printers. It must track postal spending by site using client access codes, with consolidated reporting daily, weekly, monthly, quarterly, and annually. Rate updates are automated at no additional cost, and digital scales must update rates automatically over the internet. The government may purchase up to 90 days of usage at no additional process cost, with reloads normally processed once or twice monthly. The contractor must provide training and refresher courses at each location and a Monday through Friday 24/7 call center for technical support. Security requirements include no vulnerability to DOD NIPRNET networks, compliance with current DOD security parameters including Common Access Card authentication, and prevention of unauthorized usage.

The base period is 10 months, with four optional 12-month extension periods. The attached Salient Characteristics document, prepared for USAR Pacific Official Mail operations, adds remote meter funding, real-time funds monitoring, offline postage usage, WAWF payment compliance, and supply purchasing.
