About this opportunity
This Request for Proposal (RFP) solicits offers for a Multiple-Award Indefinite Delivery Indefinite Quantity (MA-IDIQ) contract to provide commercial Post Release Legal Services (PRLS) for Unaccompanied Children (UC) post-release from the custody of the Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Refugee Resettlement (ORR). The contract will encompass contractor support to provide immigration and related legal services for UCs, including direct representation, Know Your Rights presentations, self-help workshops, and assistance with work authorization and state court petitions. The government will evaluate offerors' technical approach, past performance, and pricing. Proposals are due by August 12, 2024.
This solicitation does not have a set-aside designation. The government intends to award up to three IDIQ contracts, with a total contract maximum of $821,315,064 across all awards. The period of performance is September 30, 2024 to September 29, 2029. Services will be performed nationwide, and the contractors must maximize the use of pro bono attorneys and coordinate referrals with ORR and ORR-funded programs.

Amendment 0003 August 5, 2024:
Amendment 0003 is to revise Attachment 6 - "Questions and Answers" to provide answers to questions received and to amend the solicitation as necessary to implement the Government's answers. Revisions to solicitation language are generally denoted in red text. Other changes have resulted in replacing solicitation Attachments in their entirety. Offerors are responsible for reviewing and complying with the entire amended solicitation. The proposal submission date is extended by five (5) days from August 7, 2024 to August 12, 2024, at 12:00 pm Eastern.
