About this opportunity
The Defense Health Agency is seeking contractors to provide Post Mortem Human Subjects (PMHS) Services through an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for musculoskeletal injury biomechanics research conducted by the U.S. Army Aeromedical Research Laboratory. The services encompass acquiring, screening, shipping, storing, receiving, and disposing of fresh frozen, un-embalmed human cadaver specimens that meet specific inclusion criteria including age range, medical history, and anatomical requirements. Contractors must provide all necessary personnel, equipment, tools, materials, and supervision to deliver donor consent services, specimen screening, medical imaging capabilities, shipping procedures, and compliance with Army-specific human cadaver research policies. The government intends to award up to three multiple-award contracts and will evaluate proposals using a best-value tradeoff process based on Technical Capability (most important factor), Past Performance, and Price. Proposals were originally due June 13, 2025 at 1:00 PM Eastern Time, though the current solicitation shows a due date of June 18, 2025, and offerors must submit four volumes covering Technical, Past Performance, Price, and Business components.
This procurement does not utilize any set-aside designations and identifies Science Care Inc. from Phoenix, Arizona as the incumbent contractor under the previous contract W81XWH-19-A-0010. The contract will have a five-year ordering period from July 1, 2025 to June 30, 2030, with historical usage indicating approximately 12 whole body specimens per year and 20-30 anatomical components (typically cephalus to C7 sections) annually, usually ordered in batches of 5 components. All specimens must be maintained as fresh frozen at -20 degrees Celsius with storage expectations ranging from 1-3 months, and the contractor must handle final disposition according to donor wishes. Services will be performed at Fort Novosel, Alabama, and may include whole bodies, spinal sections, arms, leg segments, and other anatomical components for research into human tolerance to blunt impact accelerations. The pricing structure covers comprehensive services including serology testing for HIV, Hepatitis B/C, and COVID-19, along with X-ray and CT imaging, DEXA scans, and IATA-compliant shipping requirements.
