About this file

This document is a Questions and Answers amendment for a Defense Health Agency solicitation (HT942525R0048) for Post Mortem Human Subjects (PMHS) Services. The contract involves acquiring, screening, shipping, and potentially storing human subject specimens for musculoskeletal injury biomechanics research. The incumbent is Science Care Inc., and the previous contract number was W81XWH-19-A-0010.

Key details include the requirement for fresh, frozen specimens (not embalmed) at -20 degrees Celsius, with historical usage of approximately 12 whole body specimens and 20-30 anatomical components per year. The contractor must handle all specimen processing, including final disposition according to donor wishes. Storage expectations range from 1-3 months, with orders typically consisting of 5 components at a time. The solicitation emphasizes that all requirements must be completed by the contractor, including specimen preparation, storage, and disposition, with no option for the government to separate or handle specimen components.

Q – 1.) We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

A -1.) This is not a brand-new requirement – the incumbent is Science Care Inc., 2001 W Pinnacle Peak RD

STE 175.

Q – 2.) If not brand new, could you please provide the current / previous contract number?

A-2.) The previous contract number is W81XWH-19-A-0010.

Q-3.) Is there an Attachment 04 (Past Performance Information Sheet) that should have been included with the solicitation?

A-4.) The Attachment 04“Past Performance Information Sheet” was erroneously overlooked in the solicitation and is added to this amendment.

Q-5.) When a whole subject is needed, Will every cadaver be embalmed?

A-5.) All specimens for this contract, whole body and component, shall be fresh, frozen (-20 deg Celsius). They shall not be embalmed. For further information regarding details of the specimens, please refer to PWS – 1.3, 3.1, 3.1.1, 2.3.1.1.

Q-6.) How long will we have to store the cadavers here at our facility in between orders? How frequent do you anticipate the purchase orders to be?

A-6.) We will most often be able to store on site but have storage in the contractor’s facility in the contract in the event our storage is full. If we request storage at the contractor’s facility, it would be for 1-3 months. There is no strict schedule for when a whole subject or component is needed. Funded research projects dictate when cadavers are needed. Projects are funded on an annual basis (fiscal year). To date, we have needed no more than 12 whole body specimens in a year (about 1 per month), but typically fewer are required per year. In recent years, we have tested 20-30 cephalus to C7 components per year. We usually request orders of 5 components at a time. We have proposed work requiring the use of other anatomical components, but those projects have not been funded to date.

Q-7.) My partner is 20 minutes away from Fort Novosel, could we possibly deliver the cadavers, and you separate the parts you need?

A-7.) No. All requirements listed in the PWS must be completed by the Contractor.

Q-8.) Will you need us to take the subjects back, for us to cremate the different parts? Or once you have them our involvement in the process will no longer be needed?

A-8.) We will need the contractor to take the subjects (whole body and components) back for final disposition IAW the donor’s wishes. For additional details regarding final disposition, please refer to PWS – 3.1.4.
