About this opportunity
SOLICITATION CANCELED AS OF SEPTEMBER 29, 2026.
The U.S. Army Contracting Command Aberdeen Proving Ground sought development and delivery of prototype Portable Oxygen Generation Systems (POGS) through a Request for Prototype Proposals under Other Transaction Authority (10 U.S.C. 4022), with proposals originally due July 29. This solicitation has been canceled in its entirety effective September 29, 2026. The Government will not reimburse any interested party or offeror for costs incurred in preparing or submitting proposals.
Prior to cancellation, the procurement was structured as two separate OTA awards to qualified respondents, with each awardee delivering two prototype units (four total). Place of performance was Aberdeen Proving Ground, Maryland, with manufacturing, assembly, and quality control at the performer's facility and delivery and testing locations designated by the Government within CONUS.
The prototype specifications required a self-contained, portable oxygen generation system using Pressure Swing Adsorption (PSA) or equivalent technology producing medical-grade oxygen (93% ±3% USP purity) at 30 Liters Per Minute at 50 PSIG, weighing no more than 350 pounds (desired objective 200 pounds), operating on single or dual voltage (110-120 VAC/60 Hz and/or 220-240 VAC/50 Hz) with automatic voltage detection, and surviving MIL-STD-810H environmental testing. FDA 510(k) clearance (Class II) or FDA registration (Class I) was required within 12-24 months of award. Performance period was twelve months from award with prototype delivery within 120-180 days.
Amendment 0001 (July 7) updated the target Technology Readiness Level to TRL 7. Amendment 0002 (July 16) published government responses to industry questions regarding deliverable schedules and system configuration weight limits. Amendment 0003 (July 22) released consolidated Q&A addressing additional omitted inquiries.
The NAICS code was 339112 (Surgical and Medical Instrument Manufacturing, small business threshold 1,000 employees); PSC 6515. Evaluation weighted technical approach 30%, performance compliance pass/fail mandatory, reliability/maintainability/supportability 15%, schedule realism 10%, past performance 10%, and cost 35%. The Government intended follow-on production of approximately 304 units during FY28–FY32 without further competition, with estimated lifecycle value of $8.1 million (Option A, without cylinder refill) to $34.1 million (Option B, with cylinder refill capability).

The purpose of this amendment is to update the target starting Technology Readiness Level (TRL) for the prototype solutions. Please see the updated RPP attachment for details.
*********************************************
The U.S. Army requires a modernized, portable, self-contained oxygen generation system capable of supporting life-saving medical operations in austere environments at Role of Care 3. This Request for Prototype Proposals (RPP) seeks solutions that demonstrate a self-contained, portable oxygen generation system using Pressure Swing Adsorption (PSA) or equivalent technology. The prototype must produce medical-grade oxygen meeting United States Pharmacopeia (USP) standards, operate on single or double-voltage power with automatic voltage detection, and weigh no more than 350 pounds. Please review the attached Request for Prototype Proposals and supporting documents for full requirements and submission instructions.
The goal is development of FDA-approved devices that meet or exceed O2 program standards, ideally starting at Technology Readiness Level (TRL) 7.
