About this opportunity

The USDA Agricultural Research Service is seeking quotes for a Portable Molecular Diagnostic Device, specifically requesting a Genie III Instrument or equivalent, through solicitation number 1232SA25Q0090. The procurement includes one Genie III Instrument, one large pack of Genie Tubes, one cooling block, and associated shipping and handling for delivery to their facility in Fargo, North Dakota. The device must meet specific technical requirements including 8-well capacity for loop-mediated isothermal amplification (LAMP) DNA detection, dual fluorescence channels, touchscreen interface, USB data export capability, and weather-proof design suitable for pathogen detection across clinical, veterinary, agricultural, environmental, and food safety applications. The government will evaluate quotes using a Lowest Price Technically Acceptable (LPTA) methodology, considering technical acceptability, past performance, and price. Vendors must submit electronic quotes via email to shane.pope@usda.gov by 5:00 p.m. Central Time on June 10, 2025, and must be registered in the System for Award Management (SAM).

Despite the government file summary indicating this is a 100% small business set-aside, the main solicitation notice states "No Set-Aside Used," creating some ambiguity regarding the procurement's set-aside status. The NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) has a small business size standard of 1,000 employees. The government intends to award a single firm fixed price purchase order with delivery required within 60 days after award to the USDA ARS facility located at 1616 Albrecht Boulevard North, Fargo, ND 58102. While specific contract values are not disclosed in the available documentation, the procurement involves a single quantity of the complete diagnostic system. Performance will occur at the Fargo, North Dakota location, with Jonathan Neubauer serving as the technical point of contact for delivery coordination.
