About this opportunity

The Department of the Air Force Materiel Command Test Center seeks to procure one Portable Bit Error Tester (Quasonix QBERT4, Part Number QSX-QBERT-04) with quotes due June 18, 2026. The procurement is a 100% small business set-aside limited to authorized resellers of Quasonix hardware only; offerors must be authorized Quasonix resellers to be eligible.

Place of performance is Edwards Air Force Base, California, with delivery required within 30 calendar days of award to 420 FLTS at Edwards AFB, FOB destination. The unit specified is a 4-channel, 10.4-inch touchscreen model capable of 0–50 Mbps operation. The NAICS code is 334515, Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals, with a size standard of 750 employees; the PSC is 6625, Electrical and Electronic Properties Measuring and Testing Instruments.

The acquisition is structured as a firm fixed price Request for Quote using Simplified Acquisition Procedures. Quoting is via email (maximum 10 MB file size); offerors may use the SF1449 form or submit quotes in PDF format, but must include pricing for all contract line items. A Determination & Findings justifies the brand-name restriction and authorized-reseller limitation under commercial product authority and FAR 11.204(a)(2)(ii), establishing that Quasonix is the sole manufacturer and IP owner of the QBERT system and the equipment is essential for integration into the existing mission control room architecture serving as the baseline engineering standard for 412th Range Squadron operations.

Quotes must cite solicitation number FA930226Q0069 on all submissions. Paola Diaz and Karla Lizette Vazquez Montes are the primary points of contact. The evaluation factors for award section is included in the solicitation documents but specifies no detailed weighting criteria.
