DETERMINATION & FINDINGS – SINGLE SOURCE AUTHORITY

This Determination & Findings document authorizes 420 FLTS and AFTC/PZZG to procure a Portable Bit Error Rate Tester (Quasonix QBERT4) as a single-source acquisition. The requirement is for one unit of the 4-channel, 10.4-inch touchscreen model capable of 0-50 Mbps operation, Part Number QBERT4, manufactured by Quasonix, Inc. The acquisition is justified under RFO 8.401 and GSAR 538.7104-3(a) for FSS orders, RFO 11.204(a)(2)(ii) for brand-name requirements, RFO 12.102(a) for commercial products, and RFO 13.101(b) for noncommercial products, with the primary authority being the brand-name justification and commercial product exception.

The Contracting Officer determined that the Quasonix QBERT equipment is essential for seamless integration into the existing mission control room architecture that serves as the baseline engineering standard for 412th Range Squadron operations. The requirement is strictly limited to the Quasonix brand to maintain configuration control, long-term supportability, and system stability across the Test Wing enterprise. Market research confirmed that Quasonix is the sole manufacturer and intellectual property owner of the QBERT system. To introduce competition while satisfying the brand-name requirement, the solicitation will be restricted to Quasonix's two authorized small-business resellers. The determination was approved by Contracting Officer Karla Vazquez on June 5, 2026.

DETERMINATION & FINDINGS

Authority to Solicit from a Single Source (at or below the SAT)

1. Agency and Contracting Activity: 420 FLTS and AFTC/PZZG

2. Nature and/or Description of the Action:

The CTF requires a modular and portable unit used for recording RF transmission, BER testing and data simulation to troubleshoot telemetry signals. Portable Bit Error Rate Tester, 4-channel, 10.4" touch screen, 0-50Mbps, P/N: QBERT4, QTY 1. Manufacturer: Quasonix, Inc

3. Citation to the Appropriate Regulation:

(Contracting Officer Instruction: Select the applicable authority for this acquisition)

RFO 8.401 and GSAR 538.7104-3(a) (FSS Orders): The circumstances of the acquisition deem only one source reasonably capable of providing the products, services, or solutions.

RFO 11.204(a)(2)(ii) (Brand Name): The particular brand name, product, or feature is essential to the Government's requirements, and market research indicates other companies' similar products, or products lacking the particular feature, do not meet the agency's needs or cannot be modified to meet the agency's minimum needs,.

RFO 12.102(a) (Commercial Products and Services): Only one source is available,.

RFO 13.101(b) (Noncommercial Products and Services): Only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization),.

4. Findings:

This requirement is strictly limited to the Quasonix brand name. This specific item must be integrated directly into an existing mission control room architecture that serves as the established baseline engineering standard for the 412th Range Squadron mission control rooms. Procuring this specific brand is critical to maintaining strict configuration control and long-term supportability across the Test Wing enterprise.

The Quasonix QBERT has been designed, specified, and engineered for seamless integration into this existing technical environment. Furthermore, this specific item has already been successfully vetted for integration into a highly complex system operating in a sensitive security environment. Integrating other brand options is technically impracticable, as it would introduce unacceptable system instability and jeopardize the baseline configuration of the entire portfolio of Control Rooms built and managed within the 412th Test Wing, aside from failing to address associated Diminishing Manufacturing Sources or end-of-life conditions.

Market research indicates that Quasonix is the sole manufacturer and intellectual property owner of the QBERT system. However, market research also identified that Quasonix maintains two authorized resellers capable of providing this equipment, both of which qualify as small businesses. Based on these findings, competition will be restricted to these two authorized distributors to satisfy the brand-name requirement.

5. Determination: Based on the findings above, the proposed sole source or brand name action is justified under the applicable regulation.

6. Signatory Authority: (Contracting Officer Instruction: In accordance with DAF Approval Authorities Matrix PM 26-C-11 Matrix Item 51 for RFO 13.101(b) actions and GSAR 538.7104-3(a) for FSS orders, the Contracting Officer is the approval authority for these determinations).
