About this opportunity

The U.S. Army Corps of Engineers Alaska District is seeking a contractor for the Port of Nome Modification Phase 1A project, an unrestricted, firm-fixed-price design-bid-build construction contract. The project involves extending the existing Nome Causeway by 1,200 feet, creating a layered aggregate and rock embankment protected by 18-ton armor stone, with a 30-foot wide road surface and a 600-foot opencell sheet pile dock. Contractors will also be responsible for removing a 250-foot spur breakwater and existing armor stone. The evaluation will be conducted using a tradeoff process, considering factors such as past performance, technical approach, project execution, small business participation, and price. Proposals are due by April 28, 2025, with a virtual site visit previously held on March 11, 2025, via Microsoft Teams.

The contract is not set aside for any specific business category and is open to all qualified contractors. The estimated contract value ranges from $250-$500 million, with the project located in Nome, Alaska. The scope of work is part of a multi-phase port modification plan, with this phase focusing on the West Causeway Extension. Environmental considerations are extensive, involving coordination with agencies like NOAA, NMFS, USFWS, and ADEC, and addressing marine mammal protection, water quality management, and essential fish habitat preservation. The project aims to improve maritime infrastructure in the Arctic, supporting navigation capabilities for 60 regional communities and addressing limitations in current port facilities. The contract will involve complex construction activities, including marine engineering, embankment construction, and dock installation.
