About this opportunity
The Department of Health and Human Services Indian Health Service (IHS) has issued a Special Notice of Intent to Award a Sole Source Contract for policy management software services. The notice specifically pertains to awarding a contract to Medical Consultants Network Inc. (MCN) located in Denver, Colorado. The contract will cover policy management software services for six different Indian Health Service units across Montana, including locations in Little Shell, Blackfeet, Fort Belknap, Fort Peck, Northern Cheyenne, and Crow Service Units. MCN has been granted a unique exemption from the standard FedRAMP requirement by the Chief Information Officer, based on their prior service history with these service units. The procurement will be conducted under Federal Acquisition Regulation (FAR) Part 13, utilizing Simplified Acquisition Procedures.
The purpose of this Special Notice is to inform potential contractors about the intended sole source contract award to MCN, with a specific focus on policy management software services for various Montana-based IHS service units. Contractors who believe they can provide similar software services are encouraged to submit written notification within 10 days of the publication date. The notice explicitly states that this is not a competitive proposal request and no solicitation is available. MCN was selected due to their prior service and unique exemption from FedRAMP requirements, which positions them as the sole authorized vendor for these services. The contract will be a commercial, firm fixed price agreement, implemented under specific FAR provisions that allow for awarding to the only responsible source capable of meeting agency requirements. The government retains full discretion in determining whether to compete this action, and any information received will be evaluated solely to assess potential competitive procurement options.

Notice of Intent to Sole Source Award
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.
The Billings Area Indian Health Service intends to award a commercial, firm fixed price, sole source contract under the authority of Federal Acquisition Regulation (FAR) Part 6.302-1 to Medical Consultants Network Inc., 1777 S Harrison St. STE 405, Denver, CO 80210. The company shall provide policy management software services to the Little Shell Service Unit, Great Falls, MT; Blackfeet Service Unit, Browning, MT; Fort Belknap Service Unit, Havre, MT; Fort Peck Service Unit, Poplar, MT; Northern Cheyenne Service Unit, Lame Deer, MT; and Crow Service Unit, Crow Agency, MT.
MCN is the only vendor to be granted exemption by the Chief Information Officer to the FedRAMP requirement for the Billings Area. The procurement will be conducted pursuant to the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures; 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; and FAR 37.101, Non-Personal Services Contract.
This is not a request for competitive proposal and no solicitation is available. Firms that believe they can provide the software are encouraged to identify themselves and give written notification within 10 days of the publication date of this notice. A determination by the Government not to compete this action is within the discretion of the Government. Information received will be considered solely for the purpose of determining to conduct a competitive procurement.
