About this opportunity

The General Services Administration seeks to establish the Polaris Governmentwide Acquisition Contract (GWAC) HUBZone Pool, a multi-award contract vehicle restricted to HUBZone-certified small businesses, with the original proposal deadline of November 4, 2022 extended to November 18, 2022 by Amendment 0003.

This is a GWAC intended to provide federal agencies a vehicle for IT and business application development support services. Solicitation 47QTCB22R0006 was posted September 15, 2022, with a pre-proposal conference held and recorded on September 22, 2022. Offerors were required to submit questions by 4:00 p.m. ET on October 5, 2022, and all proposals electronically via the Polaris Submission Portal by 4:00 p.m. ET on November 18, 2022. GSA issued three amendments (September 30, October 12, and October 20, 2022) and released three question-and-response documents. All offerors and team members were required to maintain active SAM.gov registration.

A Court of Federal Claims protest decision on May 1, 2023 prohibited further proposal evaluation and awards under the current solicitation versions. GSA announced on June 29, 2023 plans to amend the Polaris GWAC solicitations, with amendments to the WOSB, HUBZone, and SDVOSB pools planned for September 2023. A preaward notice dated August 28, 2025 identified 28 apparently successful offerors in the initial award phase. A Notice of Award dated November 20, 2025 documented selection of 30 HUBZone awardees from 180 total proposals, with additional award phases planned. The NAICS code is 541512, Computer Systems Design Services; PSC is DA01.
