About this opportunity
The 380th Air Expeditionary Wing (AEW), part of the Department of the Air Force Air Combat Command, is seeking sources for POL (Petroleum, Oil, Lubricant) Pipeline Inspection Services at Al Dhafra Air Base in the United Arab Emirates. The sources sought notice aims to identify contractors capable of conducting a comprehensive inspection of approximately 4 kilometers of fuel pipeline infrastructure, including eight pumps across two tanks and associated hydrant pits. The primary objectives include performing a detailed geometric survey, running an inspection pig through the lines, and generating a comprehensive report documenting the infrastructure's condition and remaining lifespan. Interested contractors must submit a capabilities statement, provide examples of past pipeline inspections, and indicate their ADNOC vendor status by 12:00 noon GMT on May 23, 2025. Evaluation will focus on technical expertise, previous government or commercial pipeline inspection experience, and the contractor's ability to meet specific technical requirements.
There are no specific set-aside designations for this opportunity, and no incumbent contractors are mentioned in the documentation. The contract requires contractors to possess an American Petroleum Institute oil and gas permit and a UAE license for working on fuel facilities. While no specific award value is provided, the scope suggests a specialized technical service involving sophisticated pipeline inspection tools capable of detecting anomalies with high precision and measuring wall thickness. The inspection will be conducted across 24-hour periods, with the contractor expected to use advanced geometric survey tools that can traverse pipeline bends and electronically track and store inspection data. The potential solicitation is currently in a sources sought phase, indicating the government is gathering market research before potentially releasing a formal Request for Proposals (RFP) in the future.
Notice text
This notice constitutes a sources sought only and is not a formal solicitation. The Government’s intent is to submit a request for information (RFI) to industry regarding the POL Pipeline Inspection services described in the performance work statement (PWS). Should the Government release a formal solicitation, it will do so using a separate posting; however, responses to this announcement will not constitute a quote, proposal, or bid.
The 380th Air Expeditionary Wing (AEW) wants to identify contractors who can provide the POL Pipeline Inspection services outlined in the PWS and understand their capabilities. Specifically, the 380th AEW has a potential need to inspect up to 4km of POL pipeline as well as the hydrant pits connected to them. The inspection must also include a geometry survey of these assets. When complete, potential interested parties should provide a survey or report to document the inspection’s findings. Please see the performance work statement (PWS) for a more complete description of the contemplated requirement.
The Government encourages and welcomes any questions, comments, or recommendations from industry. This information may be used to inform and refine the requirement should the Government issue a formal solicitation later.
In order to respond to this sources sought, please provide the following information to the POCs listed by 12:00 noon GMT on 23 May 2025:
- Capabilities Statement regarding your work on similar pipeline projects
- A brief description of how your firm might undertake the work as described in the PWS
- Examples of past pipeline inspections completed for Government or Commercial Customers
- Indicate whether your organization is currently an Abu Dhabi National Oil and Gas Company (ADNOC) approved vendor
- Points of Contact in your organization so the Government may follow up and ask further questions if needed
