About this file
This Performance Work Statement (PWS) details a pipeline inspection service for the 380th Air Expeditionary Wing at Al Dhafra Air Base in the United Arab Emirates. The contract requires a comprehensive inspection of approximately 4 km of fuel pipeline infrastructure, including four pumps at Tank 1 and four pumps at Tank 2, along with a detailed geometric survey of the entire system. The contractor must perform general inspections of fuel pumps and hydrant pits, run an inspection pig through the lines, conduct a geometric survey using specialized tools, and provide comprehensive reports documenting the findings.
Key requirements include using a geometry tool capable of detecting pipeline anomalies with high precision, measuring wall thickness, and assessing the overall condition and remaining lifespan of the infrastructure. The contractor must have an oil and gas permit from the American Petroleum Institute and a UAE license to work on fuel facilities. The inspection will be conducted across 24-hour periods, with specific technical requirements for the inspection tools, including the ability to traverse pipeline bends, track the inspection pig, and provide electronically stored geometry data. The sources sought notice indicates the government is seeking industry input before potentially releasing a formal solicitation, with responses due by 12:00 noon GMT on 23 May 2025.

The existing infrastructure is comprised of a continuous loop of hydrants that supply aircraft at various points on the ramp. They hydrant system involves two pipelines that include dual-supply and return lines and a single line that loops through the aircraft supply points. Overall, the system is 4 km long with pipes that measure 300mm in diameter. The pipes are of stainless-steel construction.

The Contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and any other items and services necessary to perform the pipeline inspections as outlined in this PWS. Specifically, the contractor will be required to perform general inspections of four (4) pumps at Tank 1 and an additional four (4) pumps at Tank 2. Due to limited information available on the transfer line system, the contractor will also be required to run an inspection pig the line to ensure that the geometric pig can pass through the line. After the contractor runs the inspection pig through the system, the contractor shall perform a geometric survey as outlined in this performance work statement (PWS). Finally, the contractor shall provide reports/surveys to document their findings as a result of the inspection of the pumps at Tank 1 and Tank 2 and the geometric survey.

Emergency Action Response Plan
GENERAL SPILL RESPONSE PROCEDURES:
Stop the flow of fuel or hazardous material by sealing the breach in the line or tank, shutting off the pump, stopping the fuel transfer pump, closing the valve, plugging the hole or breach, or enacting other physical methods. For quick reference, see Exhibit 1 on the following page.
Dike, Divert, or Dam or otherwise contain the spill. Stop the fuel spill from spreading by using available tools to create earth berms, or deploy absorbent materials, socks, gradual absorbent materials. Use covers or physical barriers to block storm drain inlets. For large spills, request heavy equipment to create earthen dams to prevent fuel from reaching waterways.
Cordon off the area and eliminate ignition sources. This includes prohibiting smoking or open flames, limiting vehicular access and consider using non-sparking tools and equipment. Eliminate static electricity sources by grounding and bonding all equipment, tools, and personnel.
Conduct notification: Notify Chain of Command, Fire Protection Services, and Base Environmental for major “reportable” spills.
Assess the situation and develop a cleanup plan. Carefully plan, assemble equipment and materials, and implement cleanup of the spilled material. Coordinate with Occupational (Wing) Safety regarding safety procedures and ensure oversight from Bioenvironmental Engineering is provided regarding selection and use of personal protective equipment (PPE) and exposure monitoring.
Free Product Recovery and Storage Procedures
· Free product can be recovered using pumps, buckets, pumper vehicles, or other expedient methods and stored in mobile bulk storage containers or 55-gallon closed top drums. CE Environmental maintains one
(1) 1,000 - gallon trailer-mounted tank that can be used for such purposes.
· Additional 500-gallon fuel storage tanks are located adjacent to Hazardous Waste Operations, Bldg. 2180, near the Power Pro generator ready line. These tanks are double walled and can be lifted with a forklift for movement to a spill location.
· ELRS/LGRV may designate R-11 refuelers C-301 tanks, at their discretion, to be used as product recovery vehicles / mobile recovered product storage tanks.
