About this opportunity

The Defense Health Agency Medical Device and Equipment Program Management Office is issuing a Request for Information on Point of Care Ultrasound enterprise imaging solutions, with capability statements due by 1:00 PM ET on July 15, 2026. This is market research and fact-finding only; no contract will be awarded from this announcement. The Government has not yet determined whether a small business set-aside is appropriate and will use RFI responses to inform that decision.

DHA seeks a single enterprise Picture Archiving and Communications System (PACS) solution integrating with MHS GENESIS (Cerner Millennium) to standardize POCUS workflows across Military Treatment Facilities worldwide, spanning 19 medical specialties including Emergency Medicine, Obstetrics/Gynecology, Critical Care, Anesthesia, and multiple surgical and diagnostic disciplines. The solution must operate across diverse clinical settings—inpatient wards, outpatient clinics, emergency departments, and operating rooms—and support Windows 10 and Windows 11 environments within government-hosted infrastructure.

Vendors must hold current Authorization to Operate (ATO) or commit to Defense Health Agency RMF approval with compliance throughout a minimum six-year support term, including OS updates, third-party patching, security upgrades, and vulnerability remediation. The system must implement role-based access controls, HIPAA compliance, peer review workflows, administrative analytics, and future-ready AI-enabled capabilities for automated summaries and decision support. Implementation prioritizes MTFs with Graduate Medical Education programs.

Responses are limited to 10 pages (12-point font, excluding covers) and must include capability statements, relevant federal government contract history, program management plans, draft implementation plan with go-live dates, CAGE Code, UEI, SAM registration status, small business designation, applicable NAICS codes, and existing GSA contract vehicles (OASIS+, Multiple Award Schedules, CIO-SP3). Submit capability statements as PDFs to Jennifer Burke (jennifer.d.burke2.civ@health.mil) with subject line "Enterprise POCUS imaging PACS solution." All response costs are the vendor's responsibility.
