About this opportunity
The U.S. Army Corps of Engineers has published a Special Notice announcing its intent to award a sole source contract to GAIA Communications LLC for Point and Translate Booklets. This procurement supports the Individual Terrorism Awareness Course (INTAC) Program, which is administered on behalf of the Headquarters, Department of the Army G3/5/7 Antiterrorism Branch. The contract falls under NAICS code 541930 for Translation and Interpretation Services and PSC code 7610 for Books and Pamphlets. The agency plans to proceed with a Firm Fixed Price purchase order without conducting a competitive procurement process. The Special Notice was posted on June 27, 2025, with responses due by July 21, 2025.
The INTAC Program serves to prepare Soldiers, DoD Civilians, Contractors, and Dependents for overseas travel in support of U.S. foreign policy objectives through a combination of lectures and hands-on training modules. The Point and Translate guides are durable educational materials that use visuals and minimal text to present information in an accessible format for use during deployments and temporary duty assignments overseas. Although no competition is planned, any firm believing it can meet the requirements may submit written notification to the Contracting Officer within fifteen days of the announcement's publication date. Interested contractors must provide supporting evidence demonstrating their ability to comply with the stated requirements in sufficient detail for government evaluation. The government retains sole discretion in determining whether to compete the procurement based on any responses received, and if no responses are submitted, the Army Corps of Engineers will proceed with the planned sole source award to GAIA Communications LLC.
