The procurement carries no set-aside, and the Government intends to award a firm-fixed-price purchase order under FAR 52.212-1 instructions for commercial products and services.

The contractor furnishes all labor, equipment, tools, materials, personal protective equipment, and consumables. Bacteriological washwater results must show E. coli below 235 CFU/100 mL and enterococci below 61 CFU/100 mL. The RFQ requires contractors to be U.S.-owned, with all personnel U.S. citizens, and to comply with confined space and marine chemist requirements. Offerors must obtain appropriate security clearances and badges.
Evaluation factors are technical acceptability, relevant experience (two projects within the last five years), adherence to schedule, and price as best value. Offers must price all line items, and omissions result in rejection. Under the QASP, each acceptable quality level failure after the first inspection incurs a penalty of 5% of the total Contract Line Item Number value, in addition to re-work at contractor expense.
