About this opportunity
Portsmouth Naval Shipyard is seeking vendor quotes to perform Electrical Discharged Machine (EDM) notching services on four Padeye props through the Department of the Navy Naval Sea Systems Command. The procurement requires precise machining of ultra-fine EDM notches on carbon steel plates, with each notch measuring 0.250" long, 0.006" wide, and 0.040" deep, maintaining strict tolerances of +/- 0.002" for length and -0.002" for depth. Vendors must submit complete packages including a property management plan in accordance with 52.245-1, demonstrate technical capability, maintain SAM registration, and comply with OPSEC requirements for handling sensitive shipyard information. The contract will be awarded on a Lowest Price Technically Acceptable basis, evaluating technical acceptability, capability documentation, property management system compliance, and pricing. All vendor submissions must be emailed to william.v.leduciii.civ@us.navy.mil by August 15, 2025, at 9:00 AM EST.
This opportunity is designated as a Total Small Business set-aside with no incumbent contractors identified in the documentation. The contract involves four carbon steel padeye props valued at $75 each, totaling $300 in government-furnished property that will be provided by Portsmouth Naval Shipyard for the EDM notching work. The performance period is anticipated to be 4-5 weeks after contract award, with work to be performed at the vendor's facility rather than at the government location. Vendors will be responsible for cleaning prop surfaces, randomizing notch locations, machining the specified notches, and finishing by peening and smoothing over the notches before disguising them with epoxy. The solicitation falls under NAICS code 332710 for Machine Shops and supports the shipyard's magnetic testing training program for weld inspection purposes.
