About this opportunity
The National Park Service seeks removal or pruning of hazardous trees at Manassas National Battlefield Park, Virginia, with quotations due September 18, 2026, at 5:00 PM Eastern Time. This is a total small business set-aside firm-fixed-price procurement evaluated on a lowest price technically acceptable (LPTA) basis.
The work encompasses approximately 78 trees across 36 line items throughout the park's 5,000-acre property in Prince William County. Performance runs from September 28, 2026 through March 31, 2027. A mandatory site visit is scheduled for September 17, 2026, at 11:00 AM Eastern Time at NPS Headquarters, 12521 Lee Highway, Manassas, VA 20109; attendees should meet Wayne Heideman in the parking lot, approaching from Pageland Lane and Lee Highway.
All quotations must include a signed technical capability statement (limited to five pages), completed price schedule covering all 36 mandatory line items as firm-fixed lump-sum pricing, proof of ISA Certified Arborist credential, and past-performance information. An ISA Certified Arborist must be on site during all tree work. The contractor must comply with ANSI A300-2023 and ANSI Z133-2026 standards, employ line-clearance-qualified arborists, and manage traffic control and visitor safety. Seasonal restrictions prohibit non-immediate tree work between March 15 and July 31 to protect migratory birds and bats; preferred work windows are December 1 through February 28 or August 1 through November 30 with coordination.
Pricing must include labor, supervision, equipment, materials, transportation, debris disposal, permits, insurance, and all incidental costs. The contractor must maintain liability insurance with limits of $200,000 per person, $500,000 per occurrence, and $20,000 property damage.
