About this opportunity
The United States Special Operations Command (USSOCOM) is conducting market research to identify sources capable of providing highly specialized technical and engineering support services for the Program Manager for Counterproliferation (PMCP) under Special Operation Forces Acquisition Technology & Logistics (SOF AT&L). The services encompass development, product improvement, training, testing, acquisition support, sustainment, and field support across critical mission areas including counter Radio Controlled Explosive Improvised Device (RCIED) electric warfare, Explosive Ordnance Disposal (EOD), Electronic Countermeasures (ECM), Unmanned Aerial Systems (UAS), and Counterproliferation. Interested vendors must submit a 10-page response by July 9, 2025, at 1500 hours ET, detailing company information, business size, security clearance capabilities, relevant experience, and a comprehensive capability statement. Key evaluation criteria include demonstrating experience in SOF ECM systems, system testing, commercial cellular networks, Counter-UAS technologies, and emerging technology integration. Due to the Controlled Unclassified Information (CUI) nature of the Statement of Objectives, access requires submission of a valid CAGE code and signed non-disclosure agreement.
This procurement does not utilize any set-aside designations and no incumbent contractors are identified in the notice. The anticipated contract will be a single-award, fixed-price/cost-reimbursement vehicle structured as a 10-year engagement with one base year and nine option years. Contract award is anticipated no later than June 2026, with vendors required to demonstrate their ability to transition over 50 cleared personnel across multiple locations. The government will use market research responses to assess industry capability and interest, which will inform their acquisition strategy determination, including potential limited competition or small business set-aside approaches. No specific contract value or budget range is disclosed in the pre-solicitation notice.
