About this opportunity
Naval Air Systems Command (NAVAIR), V-22 Joint Program Office (PMA-275) awarded a Basic Ordering Agreement to BAE Systems Controls, Inc. valued at $291 million on July 29, 2026, to support non-recurring engineering, reliability and sustainability improvements, test, repair, modification, logistics support, obsolescence management, program management, spare and repair parts, kitting, and procurement of BAE component and software for V-22 aircraft systems.
The award was made under sole-source justification (CJ&A 26-0056, dated March 27, 2026) with authority to act expiring December 30, 2030. BAE Systems is the sole responsible source due to its exclusive development and production of V-22 Flight Control Systems components using private funding and restricted technical data rights, coupled with substantial prior Government investment exceeding $214 million in design and integration. The BOA covers Flight Control Systems, Flight Control Computer, Cockpit Interface Unit, and Flight Test Interface Panel. Deliverables include integrated logistics support, retrofit kit design and manufacture, technical data, training, firmware and software updates, and a Program Cybersecurity Implementation Plan. Market research conducted in September 2025 yielded no competing responses. The award followed unrestricted evaluation of fair and reasonable pricing.
