About this file
This is a Class Justification and Approval (CJ&A) document authorizing sole-source procurement for the Naval Air Systems Command (NAVAIR) V-22 aircraft program. Dated 27 March 2026, the document (CJ&A 26-0056) authorizes issuance of orders on a sole-source basis to BAE Systems Inc. under the NAVAIR V-22 Program's Basic Ordering Agreement (BOA) N0001926G0001, with authority to act expiring 30 December 2030.
The supplies and services cover non-recurring engineering, reliability and sustainability improvements, test, repair, modification, integration, logistics support, obsolescence management, and spare parts for V-22 aircraft systems including Flight Control Systems (FCS), Flight Control Computer (FCC), Cockpit Interface Unit (CIU), and Flight Test Interface Panel (FTIP). Specific deliverables include integrated logistics support, design and manufacture of retrofit kits, technical data and documentation, training parts, change kits, spare and repair parts, engineering studies, firmware/software updates, and a Program Cybersecurity Implementation Plan. The estimated total value across fiscal years FY26-FY30 is redacted, distributed across four appropriations (APN5, APN6, BP11, BP16). BAE Systems is identified as the sole responsible source due to its exclusive development and production of V-22 FCS components using private funding, restricted technical data rights, and substantial prior Government investment exceeding $214 million in design and integration. Market research conducted in September 2025 yielded no competing responses, and the Government determined the anticipated cost is fair and reasonable.
