About this opportunity
The Naval Air Systems Command (NAVAIR) has published a Special Notice regarding the PMA-264 Air Anti-Submarine Warfare (ASW) UnderSea Advantage (USA) Block 1 Digital Directional Frequency Analysis and Recording (DIFAR) Vertical Line Array (DDVLA) Engineering & Manufacturing Development (EMD) procurement. This notice follows an Industry Day held on August 20, 2025, and provides supporting documentation including questions and answers, industry briefings, and attendee lists. The procurement focuses on developing a new sonobuoy (SSQ-145) with enhanced acoustic detection capabilities for underwater target identification, specifically designed for platforms like the P-8A aircraft. The program represents a system of systems approach incorporating new sonobuoy technology, software, signal processing, and related ASW capabilities. NAVAIR is seeking industry partners to participate in this competitive procurement opportunity through the Naval Aviation Systems Consortium (NASC).
The primary objective of this Special Notice is to facilitate industry engagement and gather additional questions from potential contractors before releasing a formal Request for White Paper (RWP) at the end of 2025. Contractors must submit any questions using the provided RFI template to designated government contacts by September 30, 2025, with all questions and answers to be distributed to the entire industry participant base. The government plans to pursue a Firm-Fixed Price Competitive Other Transaction Agreement (OTA) for the Engineering and Manufacturing Development phase, targeting completion of a Level II Technical Data Package and system demonstration by Q1FY28. Potential contractors can participate through various arrangements including teaming agreements, sub-system suppliers, and component suppliers, with the program involving international partners and aiming to accelerate capabilities through early partner investment. The effort builds upon current prototype development work by SeaLandAire Technologies under a Small Business Innovative Research (SBIR) Phase III contract.
